This problem is not in stable. With 0.9 we finally moved to an improved
ordering code produced in the last google summer of code.
It got through various iterations in experimental to get a few more
cornercases fixed; a slight variant of this cornercase here got fixed
by introducing a loop-check, but this check worked only under the
tested upgrade condition - not in new install which is encountered here…


And just for safety: Just checked, in this regard apt/squeeze and
apt/0.9.4 produce the same solution for nagios.
