What version of python-apt is installed and which package in KDE is
causing the problem?

If apt-get lets you install apt=0.9.3 but aptitude does not, do submit
a detailed reported against aptitude using reportbug and include the
output of both commands.

The best output can be obtained running the commands in simulate mode
so they do not change the system in between, for example:

# apt-get install -s apt=0.9.3
…
# aptitude install -s apt=0.9.3
…
