Hello Christian! I have retitled the bug (yesterday) and removed the
word "fatal" from the subject. I still think that things like this

LANG=klingon; ls --help; echo $?

should not "fail". IMHO, if it fails it should do it "gracefully".

Ok, I also leave it to APT maintainers. I have checked, and apt in
testing (0.8.15.10) does not work well enough with my partial mirror
if bzip2 is not installed.

At this point I can't really tell what's worse, so I'm downgrading.
