Isn't one of the tasks piuparts fulfills to test packages in (valid)
corner-cases?
I'll happily add an option to run tests with Recommends enabled if
someone demonstrates (or at least describes a hypothetical scenario for)
a bug that only manifests with Recommends enabled, while the test passes
without Recommends being installed.
OTOH installing Recommends hides a certain class of bugs: unconditional
use of a recommended package.
