Bug#668908: Apt should have a proper mirror system.

Or you just add one working repository, or you use the cdn service,
you can use http://http.debian.net/, or you use APT's mirror method
with a corresponding mirrors.txt somewhere on the web (don't know
whether there is one for Debian, though).

Yes, but it's also much more complicated that way.
