first let me thank you for your detailed reply and I think we do both
understand what's going on in the background since this behavior
didn't make too much sense to us.

Stefan dislikes this solution because this will break packages
depending on apache2.2-bin directly (there are a few special cases)
without noticing on the user's edge as the transitional package pulls
them an apparently perfectly working apache2-bin package. We need to
"Break" these packages manually in the transitional package to avoid
that problem.
