This requires an installed wget and an APT build configured to have a server to fetch from. APT in Debian does not support this command, but Ubuntu's APT does. Issuing this command in Debian gives $ apt-key net-update ERROR: no location for the archive-keyring give as a normal user. The the command seems to be supported but throws an error.
