On my system I found two directories:
/var/cache/i386 and /var/cache/amd64
I think, they are obsolete because they are containing outdatet files
/var/cache/amd64:

These files are created at runtime and not shipped in a package,
so dpkg doesn't know about them. You can remove the pkgcache.bin
and its pre-cache srcpkgcache.bin without any problem - beside that
any tool using APT (tools or library) will be slow at startup and create
these files again to be faster next time.
BUT these files were never in a architecture-bound subdirectory.
These files are architecture-dependent through, so they can't be
shared, but that is out of scope for /var/cache anyway.
It could be that you or a program created them for you as you can
configure APT with Dir::Cache::{src,}pkgcache to place them wherever
you like.
In short: I am closing this bug as there is nothing we could do about it
as these files were never created by "us".
You can properly proceed with deleting them - nothing should depend
on them as they need to be updated regular to be useful anyway…
