I just installed synaptics and changed something in the settings
so it created this file - but it had the correct permissions set.

Anyway, it is certainly not APT changing permissions here and
as it is synaptic file and i have no better guess who "deserves"
this bugreport i am reassigning it to synaptic in the hope they will know.
