APT needs a non-broken system in order to work. Smart does not have this
requirement as far as I know, so you can use it instead if you are bored
by correctness.

It was only unpacked. Policy says: "A package will not be configured
unless all of the packages listed in its Depends field have been
correctly configured (unless there is a circular dependency as described
above)."

As the package was not configured, everything is correct.

PS. Please wrap your lines after about 70 characters, everything else is
just barely readable and more important unquotable.
