Bug#622237: apt-get incorrectly proposes to downgrade a package that is not pinned above 1000

Package: apt
Version: 0.8.13.2
Severity: normal

I have installed a gnome-shell package that I manually built from SVN.
And I get this when doing a dist-upgrade:
$ LANG=C sudo apt-get dist-upgrade
Reading package lists... Done
Building dependency tree
Reading state information... Done
Calculating upgrade... Done
The following packages have been kept back:
  network-manager-gnome rhythmbox-plugins
The following packages will be DOWNGRADED:
  gnome-shell
0 upgraded, 0 newly installed, 1 downgraded, 0 to remove and 2 not upgraded.
Need to get 0 B/918 kB of archives.
After this operation, 262 kB disk space will be freed.
Do you want to continue [Y/n]? ^C
$ LANG=C apt-cache policy gnome-shell
gnome-shell:
  Installed: 3.0.0.2-1
  Candidate: 2.91.92-1
  Package pin: 2.91.92-1
  Version table:

     2.91.92-1 500

I have this in /etc/apt/preferences.d/gnome:
Package: gnome gnome-desktop-environment gnome-core alacarte brasero cheese ekiga empathy gdm3 gcalctool gconf-editor gnome-backgrounds gnome-bluetooth gnome-media gnome-netstatus-applet gnome-nettool gnome-system-monitor gnome-system-tools gnome-user-share baobab gnome-dictionary gnome-screenshot gnome-search-tool gnome-system-log gstreamer0.10-tools gucharmap gvfs-bin hamster-applet nautilus-sendto seahorse seahorse-plugins sound-juicer totem-plugins remmina vino gksu xdg-user-dirs-gtk gnome-shell gnome-panel dmz-cursor-theme eog epiphany-browser evince evolution evolution-data-server file-roller gedit gnome-about gnome-applets gnome-control-center gnome-disk-utility gnome-icon-theme gnome-keyring gnome-menus gnome-panel gnome-power-manager gnome-screensaver gnome-session gnome-settings-daemon gnome-terminal gnome-themes gnome-user-guide gvfs gvfs-backends metacity mutter nautilus policykit-1-gnome totem yelp gnome-themes-extras gnome-games libpam-gnome-keyring rhythmbox-pl

Pin: release experimental
Pin-Priority: 500

Package: *
Pin: release experimental
Pin-Priority: 150

To _avoid_ the downgrade I added a supplementary hint:
Package: gnome-shell
Pin: version 3.0.0.2-1
Pin-Priority: 1000

But this should really not be needed. Documentation says that a downgrade is
only done if pinning goes above 1000.

Cheers,
 Raphaël.
