I agree with you that it's probably not the best idea to fix this
problem by changing the behaviour of package managers. But I also
think this bug can not be solved by a voluntary common practice
which may be not so common. ;)

As far as I understand it the support for "disappearing packages"
does not make transitional packages completely obsolete.
So is there any pseudo-package to reassign this bug to to help
establishing such a policy for transitional packages?
Maybe someone who's more familiar with debian internals or bts
can help?
