However,

Replaces: libtiffxx0

Therefore, perhaps apt isn't taking advantage of the Replaces field.

If this is not what you also get in the simplest of tests, then there
are more factors at work and you can close this bug.

I was using apt-get dselect-upgrade.

Hi,

more than five years later is maybe a bit late to answer a question,
but anyway:

Replaces alone can't be used as an indication for anything by APT.
A Replace only says that some files in the package will override
files from another package - and that this is on propose.
Otherwise dpkg would complain loudly.

Example:
apt currently replaces an older version of manpages-pl --
this doesn't mean that apt is a full replacement for all polish manpages,
but only that it now ships the polish translations of its manpages itself.

Thats different if other fields (Breaks/Conflicts/Provides) come into play,
but that is another topic…
