Hi,

apt-key does not honour the APT::GPGV::TrustedKeyring setting in
/etc/apt.conf when trying to update the keyring. This is a problem for
off-line usage as I have to type the looong gpg command line manually
when I want to add a new key.

If you fix this bug, please make sure you also honour the APT_CONFIG
environment variable to specify the location of apt.conf.
