thanks for your report - but this is not an APT bug,
it is a problem in the boot order as insserv complains:

I guess this problem is already reported and fixed in #577163
but as i don't know much about the problem i will let the
Maintainer(s) decide if it is really this issue.

You should at least follow up with the installed version of
open-vm-tools for a start, e.g. with:

$ dpkg -l insserv open-vm-tools
