"file" for both attached patches says:
Non-ISO extended-ASCII mail text, with LF, NEL line terminators

Your dselect patches are
ASCII mail text
instead (i will have a look at them later).

Anyway: Thanks for your finding! As it looks like your patch doesn't
include all locales we currently have in our latest source i have made
a little sed replace. It at least looks like as it catches all but it would
be great if you could test if it is really equal to your patch:
sed -i "s#\`apt-get -f install'#'apt-get -f install'#" cmdline/apt-get.cc po/*
