Bug#495175: marked as done (apt-get -s install foo CHANGE foo package status from automatically to, manually installed (if foo was auto))

has caused the Debian Bug report #498881,
regarding apt-get -s install foo CHANGE foo package status from automatically to, manually installed (if foo was auto)
to be marked as done.

This means that you claim that the problem has been dealt with.
If this is not the case it is now your responsibility to reopen the
Bug report if necessary, and/or fix the problem forthwith.

The problem should be fixed with with apt 0.7.22
as it no longer writes to the state-file in simulation mode.
A few quicktests also suggests that it no longer happens.

The changelog says:

apt (0.7.22) unstable; urgency=low
[…]
[ David Kalnischkies ]
[…]
* do not write state file in simulate mode (closes: #433007)
[…]
