Bug#550444: apt: Option to send "Pragma: no-cache" when downloading package index files and binary packages

Hi!
Is it possible to add an option to send "Pragma: no-cache" when retrieving index
files and binary packages (like wget's --no-cache), please?
One real case that this would help: my parents use an ISP that have a broken
proxy. I can keep running "aptitude update" for a long time and it will always
give me outdated files.
I need to run
"wget -O /dev/null --no-cache http://ftp.us.debian.org/debian/dists/sid/contrib/binary-i386/Packages.bz2"
for example, to flush their cache.
