Bug#534992: apt: Hebrew translation should be disabled

Hello,
The Hebrew translation was disabled at the past to my request (as the
translator). It seems that someone activated it while activating some other
languagse. Please disable it by removing he from the list at the po/LINGUAS
file.
See #313283 for the previous request (and approval) for this change. It's also
documented in the changelog.
