Bug#525134: please register python API reference with doc-base

I merged it into the 'jak' branch with the following changelog entry:

  [ Stefano Zacchiroli ]
  * debian/python-apt.doc-base: register the documentation with the
    doc-base system (Closes: #525134)

This means you can expect this to hit Debian experimental in 0.7.91,
which should happen at the end of May or in the first week of June.
