I just took a look at the documentation and I don't see how not having a
functional search box (which most static docs don't even provide) is enough
reason to declare a strong dependency.

Sure, web apps do. I don't know the specific case of python-multiprocessing,
but I really don't think that going this way is a good idea.
I mean, I don't mind having to install such a small package, or even a big
one, if it provides me of some functionality that I will ever use.
But in this case I don't directly use python-apt, and even less its
documentation, and even less a search box.

Only if no-install-recommends is true. And having a broken symlink is not the
end of the world either, and its effect on the search page is an
inoffensive "Please activate JavaScript to enable the search functionality."
