Bug#527543: python-apt: please downgrade the dependency on libjs-jquery to recommends

Hi,

It is nice that python-apt no longer ships its own copy of jquery, but adding 
libjs-jquery to Depends sounds too much. So, could you please downgrade it to 
recommends?

I use apt-listchanges and that pulls python-apt, and haven't seen any need to 
open any html file that is  provided by python-apt (and why does it need 
jquery anyway?.)
