Bug#525134: please register python API reference with doc-base

Hi, many thanks for the amazing API reference that python-apt now
exhibits!

However, to make it more accessible, can you please register it with
the doc-base system? The needed doc-base file is attached as a patch,
it just drops as debian/python-apt.doc-base.
