Bug#523919: errs on missing /var/log/apt

Package: apt
Version: 0.7.20.2
Severity: normal

When /var/log/apt is missing (/var/log is on tmpfs here, this is
a read-only box), APT loudly complains on every operation. It really
should just recreate the directory.

Thanks,
