Bug#521532: python-apt: Doc should use jquery.js from libjs-jquery package

Hi,
the sphinx docs shipped with python-apt use Sphinx's own copy of
jquery.js (in html/_static), but it should really use the one shipped
with the libjs-jquery package and symlink to it, to avoid duplication.
