Being stuck on a 57.6 dialup connection to the net, I find that keeping
up with Sid requires hours of downloading every night.  Just doing
"apt-get update" requires a 3 meg download.  In many cases, the updates
to packages are minor, meaning the new package is 99% identical to the
old one.

A good way to reduce the pain would be to enable apt to download diffs
in place of whole package files when the user already has a package
installed.  It would also reduce the bandwidth demands on servers.
