Bug#395233: marked as done (apt: preconfiguring packages with noexec /tmp)

I have seen this with a significant number of packages, so I am guessing
that this is a general problem with apt.  I have /tmp mounted noexec,
and get errors along the lines of the following:

Preconfiguring packages ...
Can't exec "/tmp/console-common.config.83251": Permission denied at
/usr/share/perl/5.8/IPC/Open3.pm line 168.
open2: exec of /tmp/console-common.config.83251 configure 0.7.64 failed
at /usr/share/perl5/Debconf/ConfModule.pm line 58
console-common failed to preconfigure, with exit status 9

from a number of different packages.  They seem to install though, so I
put this at a "minor" priority.

while I'm mounting /tmp noexec out of paranoia, it is a requirement in
some environments I have worked on, and it would be better if Debian
could handle such a configuration cleanly.
