Cdebconf package was installed before configuring ucf 3.0010, thus dependency requirements was fully satisfied (log line 12:29:38), though debconf stayed at old version. Then, I guess, ucf runtime just saw that debconf is installed without looking at cdebconf before or checking actual debconf version and therefore used old debconf, which doesn't contain needed routine.
