The issue in #380509, which tends to repeat every few years, indicates
that apt cannot size its internal tables without manual configuration.

I would like to point out that dynamically sized arrays have been
available since FORTRAN 77.  Perhaps it is time for APT to drop
compatibility with FORTRAN 66 compilers?
