The apt.conf(5) manpage says:

  The Dir::Parts setting reads in all the config fragments in
  lexical order from the  directory  specified.  After  this  is
  done then the main config file is loaded.

However, if I put settings into /etc/apt/apt.conf.d/foo, they are
not read. If I move the file to 10foo, they are read.

I can confirm both by testing and by apt code that this bug has gone.
Apt accepts [0-9a-z_-] characters in the apt configuration files directory.
