Package: debconf
Version: 0.9.31
Severity: normal

After a dist-upgrade from fresh potato to unstable sid, when I try to
install debconfiscated things with apt-get after that, I get an error:

debconf: cannot preconfigure packages -- apt-utils is not installed.

Perhaps you should either depend on apt-utils or extract what you
need from it into another package (or put it into the main apt) and
 depend on that?

I assume this bug can be closed, because debconf recommends apt-utils now.
As usually, reopen if any objections exist.
