Bug#89060: debconf seems to need apt-utils but doesn't depend on 'em



Hello,
This long standing bug report (Mar 2001), along with #92140, suggested
some alternative solutions:
1- change debconf message to 
"debconf: note: preconfigure requires the apt-utils package, skipping"
2- move apt-extracttemplates to apt from apt-utils.
3- both solutions
Given that 135 KB is not such a big deal these days, should the approach
#2 be adopted?
At #92140 it is cited as the settled solution, at November 2001, but
#89060 cited after that date the libapt-pkg-perl proposal.
The debconf already suggests apt-utils since 2000, I guess, and
documented the preconfigure feature, but users may become suprised by
the original message regarding apt-utils.
What is the best solution?
