It would be nice if apt had an option that limited how much bandwidth
it would use for downloads, to make it play more nicely with other
processes or people using the same link.  

I realize this could be handled e.g. through a proxy, the kernel, or
some other means, but it's relatively simple to do in the networking
program and would be generally useful.

This is implemented in rsync as the --bwlimit option; basically it
just sleeps after each read from the network if necessary.
