For some reason directory /var/cache/apt/archives/partial has been disappeared. The reason is irrelevant at this point. Debian claims compliancy with FHS. FHS 2.3 says[1] that: The application must be able to regenerate or restore the data. Unlike /var/spool, the cached files can be deleted without data loss. [...] The application must always be able to recover from manual deletion of these files. It would be nice if apt-related application could recover in cases like this one.
