It doesn't look like an apt bug to me.
xserver-xorg-video-intel depends on xserver-xorg-core which depends on
xserver-xorg which depends on xserver-xorg-video-all and
xserver-xorg-input-all.
It looks like a dependency problem in the xorg packages.
