Bug#490998: apt: could report "no source URIs" immediately

Hello,

When I apt-get source with no source URIs, apt still reads package
lists, builds dependency tree, and reads state information, which takes
some time on a slow system, and only after that says that I don't have
any source URIs. It would be nice to have it fail immediately.
