Bug#485883: apt: Impossible to override a list-valued configuration item from the command line

The -o command line option allows arbitrary overriding on scalar-valued
configuration items, and appending extra entries to list-valued
configuration items. However, the ability to completely override the
contents of a list-valued configuration item is missing.

For example, it would sometimes be useful to reset
APT::Install-Recommends-Sections to an empty list on the command line,
but it's currently not possible to do that.
