Bug#483611: on dist-upgrade, tries to execute directory /usr/lib/apt/methods/

  I can't reproduce this, even in the locale pl_PL.UTF-8 and using your
sources.list.  What do you get as output if you run this?

    apt-get -o 'Debug::pkgAcquire=true' dist-upgrade
