Bug#483177: [apt] random_sleep sleeps for too much time I guess

apt in /etc/cron.daily sometimes sleeps for more than 20 minutes.
Is there any reason for sleeping for so much time?
apt calls random_sleep and sometimes the random value will be 1600 or 
something... (1800 being the maximum)
