Bug#476570: apt: support for keyring pointers to drop hard-dependency on gnupg

Okay, after a bit of chan on irc, this could be simple done with an
/etc/apt/trusted-keys.d. Personally I dislike that (unless keyrings
packages continue to ship them in /usr, and create symlinks), but using
files could be preferred to specify options for keys (eg. what repos
does it apply to).
I'm now realizing, though, that files in this new directory could as
well be changed into files in conf.d, by just letting the TrustedKeyring
conf option have more than one value.
Cheers,
