Bug#454479: default install of Recommends doesn't make sense when using 'build-dep'

Package: apt
Severity: normal

When you use "apt-get build-dep foo" to install the dependencies for building
a package, having their Recommends enabled doesn't help in anything. Would be
better to do that for "apt-get install" only.
