Due to the distributed nature of the Bug Response System, I--the recipient of your response--am unfamiliar with #448210. Furthermore, I believe myself unqualified to handle the situation directly.

Yes, it is a custom method. It is used by cdebootstrap to provide the
files to apt. See #448210. I can change it to provide the sums if
sha256sum is available or just pull them from the Packages file.
