From long ago (from version 0.7.7), apt and apt-utils are upgradable. But:
* If I want to upgrade apt-utils, I get "Depends: libapt-pkg-libc6.6-6-4.6".
* If I want to upgrade apt:
# apt-get install apt
[...]
