Feel free! AFAIK noone is currently working on pinning, so help is
very welcome here.

I updated http://wiki.debian.org/AptDevelopment to be up-to-date
again. It does contain the available bzr branches that I know about,
if there are more, please add them!

The plan now that etch is released that the apt branch from
debian/experimental is updated and uploaded to unstable.

See above, it shouldn't be too hard, but the apt codebase is not
always easy to work with. If you have specific questions, try to ask
here or on irc :)
