Bug#198658: [WISH] apt-get dist-upgrade without removal of packages



Hi,

the apt-listchanges package was only an example. I know that in the
testing distribution things are sometimes broken and packages are
missing. That's why I would like to have an easy way to upgrade all
packages which do not require the removal of other (application)
packages.

"apt-gtet upgrade" does not upgrade packages which require additional
packages (e.g. libraries) to be installed. Using this I will not get
all possible upgrades.

"apt-get dist-upgrade" upgrades packages also if it needs to install
additional packages. That's ok. But it also automatically removes
packages if their dependencies are not satisfied anymore. So I may
lose applications during the upgrade which I need to work with.

To avoid this I would like to have an option which allows the
installation of additional packages during an upgrade, but not the
removal of packages.
