Bug#411081: should have an option to make authentication errors fail w/o asking

Apt prompts "Install these packages without verification [y/N]?" when it
cannot authenticate a package. While it's possible to configure it to
always assume 'Y', it's not currently possible to configure it to always
assume 'N'. Please make that possible..

While I think such a feature would be generally useful, the specific
case it's needed in in d-i, when apt's prompt cannot be answered by the
user directly, being hidden by the d-i frontend, but still freezes the
install, in a horrible failure mode. If there was a way to make it always
assume 'N', then d-i could use that to avoid the freeze.
