Bug#397702: Shouldn't suggest running 'apt-get update' to fix NO_PUBKEY

Subject says it all.
Running "apt-get update" is very unlikely to fix this error message.
And some people might want to not trust certain keys (e.g.
debian-multimedia.org), so seeing this non-working suggestion every day
can be annoying. :-)
