Bug#387650: query options fail when dependencies cannot be fulfilled

  latex-beamer: Depends: pgf (>= 1.00-1) but it is not going to be installed

The same applies to --simulate and --download-only. In neither of
these three cases (except maybe --simulate) is dependency resolution
actually needed, IMHO.
