Bug#370702: apt: Change transfer rate units from KB/MB => KiB/MiB (IEC standard 60027-2)

It would be more accurate if the transfer rate units were changed to
follow the 1998 IEC standard

	MiB = Mebibyte
	KiB = Kibibyte
