Bug#358320: apt: apt-get update while offline deletes downloaded indices

I have a setup with both an http URL from a Debian mirror, and file URL's from
a local repository, in /etc/apt/sources.list. While I'm offline, it often
happens that I put new packages in the local repository and want to upgrade
to the new versions. However, when I run apt-get update without network
access, the index files previously downloaded from the Debian mirror get
completely deleted, which is very annoying.
If you have trouble reproducing this, let me know and I can send the
sources.list, preferences, and/or Packages,Release from the local repository
on my setup.
